Why Most Government AI Pilots Fail
Most government AI projects don't fail because the technology doesn't work. They fail because the people building them don't understand how government works.
We have delivered AI systems across Army, DoD, and cross-agency programs. Every failed initiative we've inherited or replaced followed one of three patterns.
1. The vendor does not understand compliance
Commercial AI teams build for speed. They optimize for demo day. They deliver a prototype in 8 weeks and call it done.
Then the ATO conversation starts. And they disappear.
The system was never built for FedRAMP. The data handling doesn't meet NIST 800-53 controls. The deployment architecture assumes a cloud environment that hasn't been authorized. You're stuck holding a system that cannot be approved for production use.
The fix: compliance requirements need to be in the architecture from day one. Not bolted on at the end. If your vendor's first question isn't about your ATO timeline, that's a red flag.
2. The demo cannot survive real data
Every vendor demo looks great. Clean data. Controlled inputs. Predictable outputs.
Production data is none of those things.
Government data is messy. It lives in 12 different systems. Half of it is in PDFs from 2007. The schemas don't match. The access controls are layered. And the volume is orders of magnitude larger than anything the prototype was tested against.
We've seen $2M initiatives get shelved because the pilot worked on sanitized data in a sandbox but couldn't ingest real operational data without breaking. The gap between demo and deployment is where most AI investments die.
The fix: build on real data from week one. Not sample data. Not synthetic data. The actual messy, ugly, scattered data your analysts use every day. If the system can't handle that, you don't have a system.
3. Staff aug is disguised as engineering
This one is the most common and the hardest to spot.
A vendor puts 6 bodies on your contract. They call them “AI engineers.” They attend your standups. They write code. Burn rates go up. Delivery timelines stretch. But nothing actually ships to production.
Bodies in seats are not the same as systems in production. You need outcomes, not headcount. If 12 months in you can't point to a running system that end users interact with, you have staff augmentation with a different label.
The fix: define the deliverable before the engagement starts. Not “support AI development.” A specific system. A specific capability. Running in production. With a date.
